Paypal fees

On a $2.98 transaction, paypal charged 0.59 cent fee. That's 19.79 %. On a $2.40 transaction, paypal charged 0.57 cent fee. That's 23.75 %. Pretty excessive. Is this normal ? On website, I get impression its 3 to 6 %. What am I paying for ?

First off every transaction with Paypal has a transaction fee of $0.49 than you have to add 3.49 % per transaction. The 0.49 transaction fee does not depend on the amount, that is a fee charge for each and every transaction.
