This business size cover was mailed from Washington, D.C. to Lowell, Massachusetts in 1883 franked by a 2-cent red brown George Washington issue of 1883, Scott 210. The stamp is tied to the envelope by a duplex with a fancy number '4' barred elliptical killer.The lengthy printed text cachet is a set of filing instructions provided by Theophilus Gaines, the United States Pension Agent, a pair of pointing hands imploring the recipient to "Read These Instructions."
Cut open right so barely reduced, the backflap is sealed and intact. No contents. Lowell receiving cds and manuscript endorsement verso.
