ATTEMPTED USAGE of a Postal Card from a FOREIGN COUNTRY: 3c International Rate Card, (Scott #UX37), attempted use from Riga Latvia, postmarked 22.2.49, bold "T" (due) struck next to stamp in Violet, addr NYC, reverse is printed in Cyrillic, I believe it may be an acknowledgement for a tourist that he or she got on a ship safely (meant to be mailed in the US), but instead it was mailed in Latvia, highly unusual, light bends, Fine-VFIt's interesting that this was not accepted. The almost-identical #UY12r was legal and must have been known to the postal authorities overseas.
