1992 PSE Certificate "it is genuine unused o.g. proof pair on stamp paper with thin and repaired tear in left stamp at bottom."

Sounds much worse than it is, in hand. The repair is done expertly, the thin is seen in the very narrow margin at very bottom edge only and de minimis.
