This stamp has Extremely Fine centering and appearance and is mint never hinged but it has a perf dimple below the "ES" of "STATES" which results in a lower grade being assigned. This stamp is accompanied by 2007 PSE Graded Certificate which scores it F-VF 75 Mint OGnh and mentions the perf dimple.
