This is a set of 9 definitive stamps f / vf and mnh. It contains non denominated 33 cent h rate uncle sam's hat and the 1c "makeup rate"  the weathervane stamps. The 1998 singles were issued with both water-activated and self-adhesive gum. Scott #'s are 3257, 3258, 3260, 3264, 3265, 3266, 3267, 3268, & 3269.....
