The note accompanying this listing indicate it is Catalogue # TP 56, I can find no reference to it in Scott's Specialized catalogue. Their are several inches on each side of this stamp that have been folded under and not pictured.

This stamp is from 1864, referred to as an "Inspectors Stamp." They were supplied by the Treasury Department without charge to cigar inspectors for use in their work: assessing the tax due on each individual box or package of cigars they inspected. They were never sold and had no monetary value. Their denominations reflect one of 5 tax brackets under cigars were taxed &mdash based on the inspector's assessment of their value: $3, $8, $15, $25, or $40 per thousand cigars. Only inspectors were allowed to possess and affix them to cigar packaging as an indication that the cigars had been assessed for taxation.

Take a loupe and look closely at the borders. You'll see the words "US Internal Revenue Inspectors Stamp" inscribed multiple times, though it's very poorly executed.
