UKRAINE: 1949 Revenue Stamps; for the Ukrainian Council (displaced persons in Germany), 200m higher value, two different perfed stamps, Mint NH (some yellowing of gum), fresh, they are slightly different perf formats and shades, no surprise as these are considered essays (Tester #P1), these issues were mostly used in Munich on official documents for the war displaced trying to reach more stable conditions. A very important pairing and certainly relevant today. Some people have called these "phantom posts" but they are actually revenues issued for a real need. Rare. Fine-VF
