ROUTING CHANGED DUE TO TERRORISM: 25c Frederic Douglas Prominent Americans Issue; untagged, (Scott #1290), tied by mute bars for security (cancel accidently placed on reverse NYC Apr 23 1970, shown in fourth scan), addr Jerusalem Israel (to Mayor Theodur Kollek), notation on face in Hebrew states cover was transmitted by surface mail, other handstamps, rate was properly paid at 25c for air to Israel, sm flaws, took over a month to arrive, when the cover was placed in the mailbox an explanatory card was given explaining that this was due to the Swissair crash in February which was the crash of Flight 330 due to an explosive device on-board, terrorist plot, very interesting pairing, especially to the well-known mayor of Jerusalem, Fine-VF
