US: 3c Nations Capitol Issue, (#989), MNH (bit of trifling gum disturbance), plate #24186 LL SIGNED BY DESIGNER Victor S McCloskey, scarce Bureau item, lot also includes an unusual freak on plate block #24184 UL, selvedge at L appears to have been partially PERFORATED TWICE (what they call in Europe diamond perfs), VERY UNUSUAL ITEMS, scarce, also incl a margin single (part OG) FOR COMPARISON, VF -EFI combine shipping.
