I don't know very much about this stamp. I found a site that gave the following description: "Surtax for 'Plan Sur' program. As consequence of the rise of the river Turia that was crossing the city of Valencia, every autumn, which was causing constant floods, it was necessary to create a plan to turn the riverbed of the river aside. Great part of the necessary money the different governments contributed, but a part was collected by means of a rate of 25c to adding in the whole mail that was unbosoming itself in the city, and other of 50c for the telegraph."
