The Post Office Department (and Congress) got the bright idea that the rate for Post Cards should be raised to 2 cents while leaving the rate at a penny for Postal Cards. It was in effect for three years. No gum, small flaws, used, Fine-VF. No idea who made these but they are very uncommon.I combine shipping. Just ask.
