This is considered a bogus "Victory" handstamp. Victory Act 1189 handstamped in violet. It is an interesting addition to a collector of Phillipines overprints. See the second scan for an article printed in the Philippine Philatelic News, Official Publication Of International Philippine Philatelic Society, Inc., Vol.2, No.6, Oct.-Nov.-Dec., 1976 concerning this issue.Mint never hinged.
