This 2-cent carmine George Washington Government Stamped Envelope issue of 1899, Scott U358, was mailed from Ottumwa, Iowa to St. Louis, Missouri in 1899 and was cancelled by a Hampen Machine cancellation.The cancellation is Hanmer's Hampden #8, Dial 1, Killer 2, Scarce.
