This seems to be a misdescribed stamp. It clearly carries a telegraphic cancel ie 1917 or later and is certainly not printed on European white wove paper as is would be if it were 24b as described. Many of these telegraphic era issues were pin=perforated to order and as such do not even command a valuation in most catalogues. At best this stamp is valued by Nepal collectors at about $3.00 but certainly not $500. I am incidently a collector and exhibitor of this area for over 50 years and have seen many of these issues that claim to be 24b.
