A person could not order the stamp from the state (the printed signature stamps were available for $50 in any quantity). A buyer needed to send their check in for $100 and if you were successful, you received your stamp. If not, you got your check back. Since only 100 stamps were hand signed, not too many customers will have an opportunity to have one in their collection. The scott catalog lists these stamps for a very low price.
