Mississippi MS15G(s) MNHOG - 1990 State Duck Hand Signed by Governor Ray Mabus, Snow Geese by Artist Katy Dickson - #05208; Quite scarce as only 250 were hand signed by Mabus. Ray Mabus was Governor of Mississippi from 1988 to 1992 and served as the 75th Secretary of the Navy under President Obama after serving as the US Ambassador to Saudi Arabia under President Clinton.
