Highly Unusual METER STAMP cover: legal size cover, originally franked w Pitney-Bowes stamp, Primos PA 6c denomination, machine cnl Nov 7 1969, addr NYC, mail damaged en route so sealed with Kraft Tape, then handstamped twice (Both sides) RECEIVED IN BAD CONDITION CH. ST etc, Church Street handstamp, official seal (#OX39) added there and TEID Nov 11 1969, ms number, as well, FINALLY marked with non-postal meter stamp from "Lock Box F.N.C.B." (First National City Bank), canceled over that on the 14th, apparently it was delivered to the wrong location, then forwarded within the huge Church Street PO, eight days total in transit, colorful Fine-VF.

Though the Official Seal is unusual in this time period, the unknown FNCB meter marking is very unusual. It appears to be Pitney-Bowes but is hard to say. Non-postal meters are not well documented. They include: 1) Postage meters used as receiving marks or guaranty marks. 2) UPS meter stamps (postage but from a UPU entity). 3) Counting meter stamps (like the Bread meters or Wire stamp meters). 4) Revenue or Fiscal meter stamps (some of which are postal and revenue). 5) Censor marks made from idle postage meter stamp devices.
