James madison, one of the original 39 signers of the usa constitution in 1788, represented the state of virginia at the time of ratif1ng the constitution. This event cachet cover was part of a series produced by fleetwood in 1978 and sponsored as the official commemorative of the united states capitol historical society. The cover is un-addressed, open flap and postmarked on a date significant to the signer.
