The following note regarding Used versus CTO issues from 1921 to 1923 is taken directly from the Scott Catalogue:
Values quoted for canceled stamps of the 1921 to 1923 issues are for postally used stamps. These bring higher prices than the plentiful canceled-to-order stamps made by applying genuine handstamps to remainders. Canceled-to-order examples sell for about the same price as unused stamps. Certification of postal usage by competent authorities is necessary.

Due to the prohibitively high cost of authenticating postal usage, I will be assuming all canceled examples of these stamps to be CTO (Canceled-To-Order) unless specifically stated otherwise.
