Item Description
France, Scott #B25 (Yvert and Tellier #247), used(o), 1927, Sinking Fund Surcharge (Caisse d'Amortissement); 25 centimes blue overprint and surcharge on 50 centimes gray green Sower stamp (Semuse), horizon and sunrise of 1926, typography printed, perforated: 14x13½, no watermark, blue on gray green, the surtaxed French stamps of 1927 to 1931, although cataloged as charity stamps, were in fact revenue stamps; the stamps were either overprinted or inscribed with “Caisse d’Amortissement” or simply “CA,” meaning “Amortization Fund” or “Sinking Fund;” Europe, during the 1920s was going through a period of immense economic hardship, with many European economies being crippled by either hyper-inflation, or by the uncontrolled deflation of national economies, or both; the Great Depression also began at the end of the decade, which made European economic problems even worse; the Sinking Fund of France was a postal tax established to stabilize the French Franc and to help pay down the French national debt; with the help of this fund, the French economy came though the Great Depression in reasonable shape, whereas the economies of other major European nations collapsed; Scott 2019 catalog value: $9.00. Very slightly off-centered, which is good for the issue, perforations just touch stamp edge at the top, but clear on the remaining three sides, light wavy line cancellation over the main image, sound back, hinge remnant, good perforations. This is not a 'bait-and-switch' offer; the stamp you see will be the one you receive.Please review my terms of sale. I will send the purchase by US first class mail, since the relatively low value of the stamp does not warrant signature or tracking mail. Hence the buyer assumes risk of loss or non-delivery. I will keep a scan of my mailing to verify that the correct mailing address was used.
