INTERNATIONAL USAGE of Type "D" Meter Stamp: IPMSC Type #DB1.A meter stamp, machine #15016, first used in 1929, this stamp dated Jun 4 1930, denominated 5c for international surface mail, addr to The Duras Castle / Bot et Garonne / FRANCE, the recipient Victor Hugo Duras was a statesman and politician who owned the castle and travelled for the State Dept, forwarded in France (twice?), and then on to Amsterdam Holland, once arrived at The Netherlands it was backstamped and processed at the American Consulate as evidenced by their private June 18th backstamp, only 14 days to make a trans-Atlantic trip and three forwards! Fine-VF and very colorful!There is some talk on line that Victor Hugo Duras, who is buried in Nebraska, was a spy. More research needs to be done on this fascinating cover.
