On September 20, 1940 rates were revised from 2¢ for local delivery to 4¢ and from 5¢ for domestic delivery to 8¢. The demand for stamps of 4¢ and 8¢ values increased and it was difficult to print enough stamps due to the war. Because there were extra 5¢ stamps on hand, the Director General of Posts decided to surcharge them with new values of 4¢ and 3¢. The 3¢ stamps were surcharged by the district offices. The surcharge reads "Temporally Use For 3¢".
