Interesting early 1870s free frank from the United States Internal Revenue service, Supervisor's Office in Cleveland, with frank of what looks like John Dwyer, sent to James Monroe of Oberlin (he was a member of Congress and later a minister to Brazil). Internal Revenue franks are understudied and, I think, underappreciated. Edge tear at right and a smal stain. Nice cover!Your satisfaction is guaranteed.
