Notice that a stamp is being submitted for a certificate must be made at time of payment.
No refunds will be made after 120 days after the sale date unless extra time is granted.
Due to the high cost of obtaining certificates we will only refund the cost of the stamp and not the cost of the certificate for stamps that sell for less than $250 that come back with a negative certificate. Stamps that sell for above $250 will receive a full refund for both the price of the stamp and cost of the certificate if it should come back not as described. For U.S. stamps only certificates from either APS, PSE or from the Philatelic Foundation are accepted, however "graded" certificates or "encased" items are not accepted.
Proof of the inability to express an opinion is not grounds for return.

Hi Stu:
When I enquired as to the estimate for shipping cost to Canada on two items I get this message "$100.00
USPS Express Mail International Flat Rate Envelope" from your store web site on HipStamps.
I hesitate to purchase any or more stamps from your store. If what you say that the shipping cost is $4 for the one item then I'll look at your store for more stamps to purchase. At present I have two items waiting in the cart.

If the total that you would be purchasing is $50 or less that we will ship for $4. Over that it would be $17 for single stamps.
Just purchase but do not pay until be adjust the invoice.

Hi Stu:
There was no option that I can see in which I can just make the purchase and wait for a adjustment on the invoice. So I went ahead and purchased 3 items for $47.85 and your site charged me $150 for shipping and handling. So, I felt that you would refund me $150-$4=$146 back to my credit card. If that's OK. Then ship the 3 items for $4.00. The total charge would be $51.85. I hope you will correct that portion of your site with Hipstamp so that there will be no problems in the future.
