This preprinted Alien Restriction Order was issued to U.S. Sailor Willard Brown Freeman on 3 May 1919 while on leave in Folkestone England. Brown was assigned to U.S. Sub Chaser 351 which was ported at Bordeaux, France. The card shows that after Freeman arrived in England, he stayed at the Strand Imperial Hotel in London. Upon his return to France, he disembarked at Boulogne before returning to his ship.

The Alien Restriction Order was implemented by Great Britain in 1914, shortly after the beginning of the war. It was intended to help prevent spies from roaming free throughout the country. The British were especially worried that some of the Belgian refugees who were swarming into England were not refugees at all but, rather, foreign agents who would funnel information to Germany. The act required aliens to reside and remain within certain locations or districts and to comply with any registrations, changes in abode, or travel restrictions at may have been imposed. It's doubtful that after the Armistice, any restrictions may have been imposed on a U.S. Sailor while on leave in London.
