Victory Bonds are debt securities issued by a government to finance military operations and other expenditures in times of war. The Canadian government sold Victory Bonds to Canadian citizens, private corporations, and various organizations to raise funds to pay for the war. The First Victory Loan was issued for $150 million, with 5.5% 5, 10, and 20 year gold bonds (some as small as $50). The First Victory Loan was quickly oversubscribed, collecting $398 million, or about $50 per capita. The Second and Third Victory Loans were floated in 1918 and 1919, bringing another $1.34 billion. Over five years, 11 million people in Canada raised $8.8 billion in war bonds. Strategic propaganda campaigns were initiated to help sell Victory Bonds, and they were very successful
