neat 1906 penalty cover from Washington DC to Germany. Department of the Interior, United States Pension Agency. Uprated with 5 cent 1902 issue; duplex handstamp; slightly rough at right where opened. Interesting use of a penalty cover used abroad (the 5 cent stamp added for UPU rate since the penalty imprint was only valid for domestic mail).Your satisfaction is guaranteed.
