1862 Imperial Russia Local Post Wenden 2 Pfennig Wendsche Kreis-Brief-Post Unused No Gum. Province of WendenCēsis, (Wenden) is a town in Latvia located in the northern part of the Central Vidzeme Upland. It issued stamps for a local post from 1862 to 1901. After the Peace of Nystad, which marked the end of the Great Northern War, Livonia belonged to the Russian Tsarist Empire from 1721 to 1919 as one of the Russian Baltic provinces and includes areas in what is now Estonia and Latvia. At the time, around 40 - 50% of the population were German-speaking, especially the social elite. The Russian Imperial Post Office only maintained two post offices in Livonia, in Wenden and Stockmannshof. If letters were sent from there within the Wenden district, a 2 kopek stamp from the Wenden district letter post had to be used in addition to the Russian stamps, which was cancelled with a pen.
