Item Description

US: 1.5c Fourth Bureau; (appears to be flat plate #553 perf 11), tied to 5.25" x 9" mailer by Woodlawn IL Apr 8 1931 four bar cancel, locally addressed, mailer opens at top to reveal ten WALLPAPER SAMPLES, various designs, pricing etc, light toning on face,  there are some splits and repairs but I believe this is complete and it is a truly unusual example of a third class rate dispatch, special mailing for the Spring 1931 season, uncommon, Fine- VF
