Roosevelt Message to Congress Dec. 11, 1941 On December 11th, 1941, Mussolini in Rome, delivered another of his "on my honor" speeches, lasting about five minutes. at the conclusion of which he declared war on the United States.Later that morning, Hitler in Berlin, delivered an hour and a half tirade, full of alibis and promises to the German people. At the end of this speech he too declared war on the United States. That same day, at 12:20, at a Special session of Congress, a message was read from our President, Franklin D. Roosevelt He asked that Congress declare that a "state of war exists" between the United States and Germany, and also between the United States and Italy. Congress in record breaking time voted 100% for war against the Dictators, Hitler and Mussolini, who have brought untold suffering and starvation to the people of Europe. In the closing paragraph of our President's speech he de clared: "United effort by all will insure a world victory of the forces of justices and of righteousness over the forces of savagery and barbarism"
