  They are revenue stamps, with the overprint denoting an additional 10% surcharge. I'm guessing the stamps are missing the talons (the small tab attached to the main stamp). That is where the 10% part of the overprint appeared.

  In Spanish, these are referred as "Talones" (singular "talón.")
  Unfortunately, there isn't a modern reference like the Barefoot catalogues for Mexican revenues. You may search for auction catalogues (Colección Schatzkes, for example) for an approximate value.
