Re-Gum and/or Re-Perf Stamps

Other than to commit fraud or to mislead a potential buyer, why would someone re-gum or re-perf a stamp. Most dealers and sellers indicate if the a stamp has been altered.

    I will seldom buy either of the two conditions with few exceptions:
    1. Someone has asked me put a topical collection together.
    2. The stamp is already graded as genuine with the repairs listed on the certificate.
    3. I am buying from someone I have dealt with before and they stand behind the sale with a money-back guarantee after my inspection.
    4. That being said, I do have one known 'regum' that I bought with a series under condition 3 and it was expertly done.

    There a lot of stamps in circulation to choose from that I have been able to fill my needs, exceptions being the rarities that are out of my price range anyway.
