Category Feature Listings

I would like to have the ability to select "Category Feature" Like we have the "Home Page Feature". So that when browsing a category "Featured Stamps" would scroll at the top of the listings as in the 'Home Page". Of course I would be willing to pay a fee but not $2.50 perhaps a $1.00 or $1.25.
