Scott US 362 and 364

I have been trying to buy these two issues for a year now. Only one seller has either and his idea of a fair value is very different from mine. Any thoughts? Any help?

Am I wrong here? Are these more rare and valuable than I think?I suspect not. But I can not really tell.

    They are tough to find. We sold both earlier this year, but I don't see them come across the desk very often. We had a near full set of bluish paper, but we were missing the two rarities. Should I come across either (or both) of them, will let you know.
  • They should both be cheaper than 359. Right? That’s the rare one to me.
  • The 360 and 363 are the rarities. They were printed, but never issued officially, and only a few sheets were rescued. These do not appear used. Otherwise, used versions of the bluish paper are more valuable than their unused counterparts (well, at least the hinged ones, in the 1c and 2c). The others as unused, hinged stamps can generally be had for between $1k - $2k.
