Scott Stamp Values

I'm looking at the Scott catalog online 2020 and I see some odd values. For example, Scott 688 puts a higher value on Used stamps versus MNH. What's the deal with this? The Used VF/XF is $22.50 while the same stamp MNH is $11

That is because certified graded Used stamps in the highest grades are scarcer than MNH stamps in those grades.
