Help wanted for a stray envelope

I mailed a letter to an Australian customer on 04/29/19, which he received yesterday, 06/17/19. I asked him if there were any cancels on the envelope that could indicate what had happened to the letter. I can figure out the cancel on the stamps, 2 lines 190501659 .3804 M4L. I think the M4L would be the Gateway Processing Centre in Mississauga ( All mail from here goes to Toronto or Mississauga for processing). There are 3 lines printed on the bottom of the envelope,
SWLF 991-4

The bottom 2 lines are pretty obvious, time and date, but the SWLF 991-4 does not sound like anything done in Canada. Can anyone tell me what SWLF 991-4 is? A processing plant? and in what country?

Interesting - That means the Australian Postal service was storing the letter for over a month before delivery. Thank you Jeri

I have found when posting to Australia that it is Australian Customs not the Postal Service who cause the delays.
